Crime and Disorder Act 1998
Local crime and disorder reduction strategies have to be drawn up every three years. More about Hackney's Strategy and our response here.

Congestion Charging

Plans for London's congestion charging scheme drawn up by Transport for London. At the time of the consultation on CC, attitudes to congestion charging varied widely among the membership of Hackney Cyclists. The official view of the London Cycling Campaign has always been in favour of the initiative, and it seems to have encouraged a marked growth in cycling within the zone.

Road Traffic Penalties - consultation paper

A Home Office consultation on changes to penalties for road traffic offences. Includes increases to maximum penalties, removal of some anomolies, and greater use of driver re-testing and vehicle confiscation. The consultation period is now over.

Tomorrow's Roads - Safer for Everyone

Also known as the government's Road Safety Strategy, published by DETR. This is the central document for road safety. The strategy sets out targets for 2010: a 40% reduction in killed or seriously injured, a 50% reduction in children killed or seriously injured, and a 10% reduction in minor injuries (compared with the average for 1994–98).

National cycling strategy

The NCS aims to quadruple the number of cycle trips on 1996 figures by 2012. The strategy itself can be viewed on the DTLR website: www.dtlr.gov.uk/itwp/ncs/ncs.htm

STATISTICS

Licensed and unlicensed cars by London Borough
Data supplied by the DTLR in response to an enquiry in 2000 (in HTML format and Excel spreadsheet 18Kb). Shows Hackney leading the field in percentage of unlicensed cars (27%, compared to 17% for London as a whole).

Road Accidents Great Britain 2000

Published once a year by DTLR (or whichever department covers transport) plus the Scottish Executive and National Assembly for Wales.
Covers personal injury road accidents in Great Britain for the year in question, the previous year and a baseline average. Give some figures by Government Office Region - i.e. will show figures for London - but the sample is too small to give figures by borough.

STATS19
This is the standard form that is used by the police to record road traffic collisions - the source of most statistical data regarding 'accidents'. An example is included in RAGB above.

London Area Tranport Survey (LATS) 2001

Carried out every ten years since 1962 on a random sample of about 40,000 households in London. It looks in detail at journeys made, car access and parking, and attitudes to public transport.

Other statistics are obtained from the National Travel Survey, The General Household Survey and the Census.

Traffic Advisory leaflets
Published by DTLR. Good summaries of a range of traffic related topics.

The booklet 'A Safer Journey to School', a guide to school travel plans for parents, teachers and governors, contains advice on how to encourage more sustainable ways of getting to and from school. It is available free of charge by phoning DfES publications on 0845 602 2260 quoting reference SRTS99

Published by DTLR, this is mainly a reference for local authority staff with an interest in road safety engineering and associated issues. As well as engineering advice, it also outlines methods for prioritising accidents and costing improvements (i.e. First Year Rate of Return FYRR).
