Matters arising
We ended up
not doing a
stall at the Hackney City Farm open day because we didn't receive a
response to our enquiry.
There will be another Hackney bike recycling project meeting on 15th
September. Tim and Oliver plan to attend.
The first meeting of LCC's Olympics working group was well attended -
15
LCC reps from a variety of boroughs. New LCC Olympics 2012 mailling
list set up.
Windus Streets for People: we picked up an error in the
traffic orders which was promptly corrected by Dave
Eaglesham, head of traffic.
Whiston Road/Goldsmiths Row: there has been a very slight kerbline
adjustment in response to our request for alterations to slow motors
turning left from Whiston Road on green, but it does not provide the
amount of deflection we had hoped for. Oliver thinks this new
signalisation scheme, which which we have repeatedly expressed our
unhappiness, will lead to a large degree of non-compliance by those who
currently do not experience any delay to their journeys on the LCN+
route 9 (Market Porters/Black Path route). Brenda is once again anxious
to know about whether LCN+ money has been contributed to this scheme in
the face of our opposition.
Proposed Columbia Road/Hackney Road signalisation: we have had an
assurance that Waterson St would be kept two-way. It was originally
drawn up as one-way.
Another positive note is that the Fanshaw Street contraflow has now
been re-constructed and looks generally good, though there is some
snagging - Trevor to follow up.
We did not manage to produce a response to Hackney's Local
Implementation Plan, Hackney Cycle Plan, Road Safety Plan and School
Travel Plan in time for the deadline for public consultation. Members
of our executive committee did at
least have a good meeting regarding the cycling plan with
Hackney Streetscape.
The half of the Burns Night raffle proceeds which were earmarked for
Re-Cycle, the bikes to
Africa charity, have still to be sent. Pedal
Power's Jo
Roach still looking after them. Tim will inquire.
No progress yet on the campaign
against 'footway
grabs' AKA inset loading bays put in as part of intensified bus
priority schemes eg on Lower Clapton Road. Brenda will send out
email and press release to the Hackney Gazette and set a day for a
stall and petition. Will ask Alan Coombs, the Hackney
representative of Living Streets, and
Disability Hackney to take the lead on the campaign.

Car Free Day 22nd September
London Fields West Side
Car Free Day
This is going ahead on 22nd September - Hackney's first weekday CFD
event. Trevor co-ordinating with help from Gayhurst primary school
parents and Alix Stredwick, Hackney's school travel plan advisor.
Teacher and Finsbury Park Cycling Club member Hugh Vivian is our point
of contact with the school, which has agreed that this day will be
their first step towards producing a school travel plan.
Cyclists'
breakfasts at London Fields & Hackney Community College
Satu Vaisanen of Hackney Streetscape is taking the lead on organising
these two simultaneous breakfasts, though we are providing the
volunteers - Trevor to chase people up.
Sir
Thomas Abney bikers' breakfast and walking & cycling challenge
Sally reports that STA Bikes is organising another breakfast on the
22nd and also the walking and cycling challenge, which when they last
ran it in the summer saw hot competition between classes to be the one
which had most people arriving by the sustainable/active modes. Even
more enthusiasm and record numbers parked on the bike racks expected
this time..

Burns Night
We chose 28th January 2005 as
the date
for the 10th edition of our celebrated Burns Night supper and dance,
which is Hackney LCC's main fundraising event of the year. Sally is
sure that Sir Thomas Abney school will again be available. As it's the
tenth anniversary we know it will be extra special.

Picnic on the marshes
Marian is looking at Friday 30th September for a picnic near
Cow Bridge on the marshes. Food would be provided by the Hare Krishna
crew
from Camden. To be confirmed. [Since

Festivals etc
Abney
Park open day coming up, Oliver keen. We did a successful Dr Bike there
two years ago. We'll ask Paul Standeven if he's free.
Tim asked if any volunteers to do an LCC stall at Frampton Park Estate
bike fun day on 17th September. Possibility of stall as STA Bikes will
be there doing training, maintenance etc. No takers unfortunately.
Mile of Art on Sunday 2nd October. Richard very keen and co-ordinating.
Organiser Steven Selby of Off Broadway has been in touch. Cld be quite
big. If we position a stall outside the City Farm it could be very
busy. Planning one Dr Bike and one stall
for us including perhaps some showy bikes. Will request for volunteers.
£25 quid per stall. Budget approved of £50 plus up to £70 for Dr Bike.

6.
Council traffic schemes liaison

Goldsmiths Row/Broadway Market
There's some
work planned here which we have
advised on and feel is uncontroversial. Main result will be upgrade and
extension of footway,
thereby tightening up the side turnings.
Eagle
Wharf Road
This is on the new LCN+ route 16, and will see cycle traffic able to
use the street in both directions where now it is one-way eastbound
only. Motor traffic will be blocked from entering at the east end by a
point no entry. There ensued a discussion of the details, but in
general we are happy with the general shape of the scheme, which sees
most of the street returned to full two-way working, and traffic
engineer Howard Klaasen is being very helpful and communicative.
Mare
Street j/w Richmond Road
Another of Howard's schemes. Oliver & Trevor will be meeting
him on site next week.
Ruckholt
Road bridge rebuilding - temporary arrangements
Trevor has been invited to attend a site meeting. Problem with fast
left filter and straight-on cycle traffic. Marian observed that we
spend a lot of time trying to undo stuff that has gone wrong...

7.
Route 38 bus priority
There is an
exhibition of proposals for the
whole of the length of route 38 within the borough at CLR James library
until 24th Sept. The leaflet doesn't give much detail on the
Queensbridge Road junctions, so we'll be asking for more detailed
drawings
of that. Mostly good proposals as far as Oliver can see, but some
footway grabs as well. We will try to arrange a ride along the route
with the consultant. Other important points are Dalston Lane and Kings
Passage at its junction with Balls Pond Road. Marian raised concern
about the Pembury Junction as well. Oliver said that the council has
been hatching ideas for major town centre improvements which would take
that junction in, but no specifics as yet.

Cycling England: Cycling Demonstration Town bid
Hackney has put in
a bid to be picked as one
of five cycling demonstration 'towns'. Thanks to Olu Soyoye, Satu
Vaisanen and Alix Stredwick of Hackney's Streetscape division for
putting together the bid
from a standing start. Let's hope we get it! Decision expected in late
October.

A503 CRISP
We're principal
stakeholders in the CRISP
(route inspection) for LCN+ links 71 & 69 (Seven Sisters Rd
from Finsbury Park to Amhurst Park). Oliver has received a
questionnaire. Manor House junction was made considerably worse for
cycle traffic last year. TfL has produced a plan for
coming years that will remove the central reservation and
narrow the carriageway on the current dual-carriageway section of Seven
Sisters Road. Also will strengthen the bridge over the New River which
may permit junction improvements
10.
Planning workshop on residential extesions
We've been invited
to the above workshop
which will help form the new planning guidance. We're interested
because it may affect what is permitted by way of exterior secure cycle
parking. Trevor to check details. We should aim to provide written
input. The overall consultation finishes in January so no
great flap at the moment.

These still haven't
been re-established on a
regular basis (pref. at least quarterly). Oliver will again ask
Streetscape to set these meetings up.

12.
London Fields LCN+ designs
Richard has drawn
up two very exciting
concepts/options, mainly focusing on the junction of Broadway Market
with Westgate Street and the southern entrance to London Fields. He
emphasised that these are very much starting concepts. Option 1 would
give priority to the cycle route north-south over Westgate Street. The
west of Westgate Street has a narrowing now, and this could be repeated
on the east side to decrease speed & increase uncertainty.
Option 2 is more radical, drawing its inspiration from the Shared Space
approach. The intention would be to reduce speeds to a crawl by making
it deliberately difficult to perceive an unencumbered route ahead,
using crosshatching to draw attention away from the existing line of
the street while using bollards to protect services running under the
current footway. Louise Brewood of the Broadway Market Traders is very
enthusiastic. This approach could continue all the way down the market
street.
Brenda queried bus directness in 'Shared Space' option. Also concerned
about s-bend in Option 1. LB Hackney is about to do a consultation on
the mkt. Option 2
could be expensive to implement, but there is lots of s106 money
around. Let's get Olu an award for this!
Richard's designs also show proposals for the wider LCN+ around and
north of the Fields, including ideas for the crossing of Richmond Road.
The shared use nature of all of the paths in London Fields would be
made clear. Oliver suggests that we should also look at the entrance
onto Landsdowne Drive.

Any other business
A total of 12
projects out of 30 funded by
the Cycle London Promotion Partnership are in Hackney, including:
Laburnum Boat Club, Hackney Play Association, Grazebrook and Jubilee
schools, cityZEN, Lee Valley Youth Cycling Club (Drew &
Leslie), Leyton Orient (?), UK Turkish Ride for Life for 11+, and
London City YMCA 'build-a-bike', as well as three bids for STA Bikes
events and projects. Marian suggested we should do a networking event,
because there are so many projects that should get to know each other.
Oliver also keen to make contacts.
