Mobility for all - a new transport hierarchy

A NEW HIERARCHY

Hackney Agenda 21's Transport Working Group proposes that all transport plans in the borough should in future be reviewed in terms of the improvements they offer to local users in the following order:

1. Emergency vehicles
2. Children, elderly people and people with disabilities
3. Other pedestrians
4. Cyclists
5. Public transport vehicles
6. Public services
7. Local business collections and deliveries
8. Residents' cars
9. Non-local motor traffic

The Transport Working Group published their report in December 1996.
