As part of the London Borough of Hackney's commitment to improving the local
environment - demonstrated recently through the Agenda 21 process - local
cyclists propose that the Council adopt the following aims:
- to double the number of cyclists in Hackney by the year 2000;
- to make cycling a safe and convenient means of transport for all local
residents; and
- to make local streets once again a pleasant place to live.
These aims can begin to be achieved through the following TEN ACTION POINTS:
- extend the borough's cycle network to provide 24-hour cycle lanes along
all main shopping and commuting routes, linking up with the London Cycle
Network, and provide cycle parking facilities throughout;
- properly maintain and police existing cycle routes, in particular making road surfaces safe, providing clear signposting, and removing cars parked across cycle gaps and in cycle and bus lanes;
- provide contraflow cycle lanes along all one-way streets in the borough;
- improve safety at junctions through advanced stop lines at all traffic
lights;
- introduce cycle loans and allowances for council employees while reviewing the use of car schemes; and provide cycle parking, shower and changing facilities in all council offices. Encourage local employers to do the same;
- introduce 20mph speed limits on all local streets;
- create new bus & cycle lanes, set aside streets for pedestrians and cycles and extend the implementation of Controlled Parking Zones, immediately close 10% of road space to private motor traffic;
- ban dangerous lorries from residential streets, and restrict their
movement through the borough;
- remove the one-way multi-lane gyratories from Stoke Newington and
Shoreditch High Streets, returning half the roadway to bus and cycle traffic
travelling against the flow;
- launch an education and publicity campaign to encourage cycling in the
borough.
