Council delays new parking plan to consider cyclists' comments

Streets are for people!
Hackney LCC welcomes the introduction of a Controlled Parking Zone (CPZ) in Hoxton and Haggerston, but we have some reservations about the present proposals.

There had been an agreement at the Cycle Liaison Meeting in May '97 that Hackney LCC would be consulted, but unfortunately this did not happen, which left us little time to input our comments. We have produced a detailed response, 'Hoxton and Haggerston CPZ - The First Stage in a Sustainable Future?', which has been circulated to councillors and Hackney's Traffic and Transportation Group.

The CPZ came up for approval at the Shoreditch neighbourhood committee on 12th November, at which Hackney LCC voiced concerns about the consultation problem, and sketched out the main points of our response.

Noting that the CPZ would be reviewed after the first six months of operation, and that the officers' report gives room for some alterations after approval, Trevor Parsons of Hackney LCC requested attention to the following at the earliest opportunity:

  • The detailed comments contained in the Hackney LCC response paper, in particular the safeguarding of Fanshaw Street for contraflow cycle movement.
  • The need for a clear policy on business parking provision, showing how position of spaces, distribution of permits and level of charges would act to discourage commuting by car.
  • An assessment of the CPZ in the light of the transport sustainability indicators contained in the Hackney Agenda 21 report, 'Hackney Tomorrow: Shaping a better future'.

Councillors voted to delay approval of the CPZ to give officers time to consider Hackney LCC's response. Decision expected on revised proposals at the December neighbourhood committee.

Latest on the CPZ

Officers reported back to the Shoreditch neighbourhood committee meeting in December '97 that they would be incorporating a number of our suggestions, including contraflow provision for cyclists on Fanshaw Street, and eventually on Hoxton Street and Pitfield Street. The scheme is experimental and subject to revision, so if there's any car parking issue in the area that you you think needs attention, please contact Trevor Parsons.

Update July '98

The CPZ was delayed in implementation, and has only just gone on stream. There is still plenty of time for us to note our comments and make them known in time for the review at six months.
