LM reported that he had contacted the Barton Health Centre with regards to advising on cycle parking provision. The health centre is due to be modernised by the local health authority in the near future. They will contact LM when the plans are firmer.
MG reported on the Land Rover that has regularly been blocking a cycle gap in Pitfield Street for some time. The Council's bailiffs seized the vehicle and sold it to help pay for the 120 outstanding parking tickets. The owner was also arrested at the time. LM will confirm this once the owner's appeal has been through the courts.
MG said that persistent offenders could be reported to him or his colleagues by phone (0171-418 8292). However, parking attendants could only enforce yellow lines off the red route network and pavement parking.
LM reported that he had reviewed Hackney LCC's station parking survey and was proposing to erect some 40 Sheffield cycle stands. It was accepted that it may not be worthwhile providing cycle parking at London Fields and Hackney Wick stations. LM agreed to:
a) Consider providing on-road cycle parking, using kerb build-outs to protect the stands.
PF reported on Hackney LCC's initiative to train ten members to be cycle proficiency instructors. PF has prepared a syllabus and the English Schools Cycling Association will train the novice instructors.
RK will supply PF with a list of secondary school addresses, but advised that schools would charge for using playgrounds to carry out training in. He suggested a trial run in a playground or using an amenable park
LM to invite a representative from the Education Department to the next meeting.
Cycle map is being prepared. LM circulated draft text and asked for comments as soon as possible.
LBH will have a cycle stand at the Victoria Park Bike Festival on 7th June.
LM hopes to have a draft cycle policy ready for consultation in National Bike Week.
RB reported on 'Bike the Bounds'. This will take place on 10th June, finishing at the Pub on the Park.
LM reported a positive response from Traffic and Transportation on LC's proposal that they cycle to/at work in National Bike Week. LM to provide further individual details as soon as possible.
6. Hoxton Controlled Parking Zone
LM reported that the current consultation on the Hoxton CPZ was solely to assess support for a CPZ. If it is supported a further detailed consultation will be carried out which will include Hackney LCC among others. TP asked that care be taken in the CPZ design such that it did not impinge on possible future cycle schemes (e.g. cycle gaps or contra-flow lanes).
LM reported that it was likely that the Transport Research Laboratory would be carrying out a study on monitoring cycle flows in Hackney. LM to update group as further information becomes available.
RB reported that the consultants hired by LBH to study the Shoreditch one-way system had concluded that it could revert to two-way working. Watch this space.
RB requested that cyclists be invited to the Traffic and Transportation Section's regular Traffic Schemes Liaison meetings aimed to get the initial views of statutory bodies (e.g. police, fire brigade, ambulance, London Transport) on proposed traffic schemes. LM to discuss with Paul Douglass, Group Engineer, Traffic and Transportation.
